Will Morgan is the Managing Partner and Co-Founder of The Raleigh Group. He has been consistently recognized as one of North Carolina’s top government relations attorneys by Business North Carolina, Super Lawyers, and the North State Journal. With a reputation for strategic thinking and a results-driven approach, Will has built a successful career by combining deep expertise in North Carolina’s government landscape with a strong commitment to understanding his clients’ needs. He is trusted by industry leaders, government officials, and stakeholders alike for his ability to bridge gaps, foster collaboration, and achieve meaningful outcomes.
With extensive experience representing clients at all levels of government—including the U.S. Congress, federal agencies, the North Carolina General Assembly, state executive agencies, and local governments—Will provides strategic counsel to a diverse range of clients, including Fortune 100 companies, national trade associations, non-profits, and small businesses. His areas of expertise span agriculture, education, renewable energy, environmental protection, disaster relief, financial services, healthcare, property and casualty insurance, pharmaceuticals, telecommunications, and transportation.
Will has a particular focus on the appropriations process, having helped numerous clients secure critical state funding, and provides guidance on administrative law matters such as permitting and rulemaking. He also has a proven track record of assisting clients in navigating complex state procurement issues.
An active leader in the community, Will is the past Chairman of the Board of Directors for the Triangle Land Conservancy and currently serves on the Board of Visitors for the UNC Institute for the Environment and the Friends of the North Carolina Museum of Natural Sciences.
Will earned his J.D. from Wake Forest University School of Law, where he was a member of the Moot Court Board and President of the Environmental Law Society. He holds a B.A. in Political Science and Environmental Studies from the University of North Carolina at Chapel Hill.
A native of North Carolina, Will resides in Raleigh with his wife Janie and their two young children.
